Before you start with the serious cleaning business, make sure you wipe off the initial layers of dust from the surface of your watch. It is advisable to take a smooth microfibre cloth doing so to ensure the high efficiency and safety of your watch. If you are specifically dealing with the dial of your watch, you can detach it from the body while cleaning it (if possible).
Once the initial layer of dust is cleaned, you can prepare a solution of warm soapy water. This would help you clean the stains and dirt that are not too nasty. Take a soft washcloth, dip it in the solution, and clean your wristwatch with the same.
Once you are done cleaning your watch with soapy water, make sure you dry it completely before performing any other activity. You can use a dry towel or a blow-dryer for drying your watch.
Especially if you are dealing with rust stains that are old and nasty, cleaning your watch with soapy water will not be enough. It would require you to repeat the process multiple times before you see the desired results. Instead, you can get yourself a can of WD-40 Multi Use Product and spray it on your watch.

After waiting for a few minutes, you can remove the rust from your wristwatch using a wire brush. Make sure you clean the surface smooth to avoid damaging your article.
If you still find some rust stains after cleaning your watch with a wire brush, you can scrape the remaining stains off the article with sandpaper. This is to compensate for the cleaning that may have been missed out by the brush.
